Resizing is distinct from compressing: resizing changes the pixel dimensions (and therefore the file size as a side effect), while compressing re-encodes the image at lower quality. For the smallest possible file, resize to the display dimensions first, then compress. Serving images at their display size — rather than letting the browser shrink a giant original — avoids unnecessary data transfer and speeds up pages significantly, which helps both UX and SEO.
